The city of Munroe Falls enacted an ordinance setting up its own permitting scheme for oil and gas drilling within the city. The Ohio Supreme Court ruled that the Home Rule Amendment to the Ohio Constitution did not authorize the city to set up its own scheme when the state delegated the task to the Ohio Department of Natural Resources.
